Moving systems towards outcomes
EOF’s work begins with programmes, but its ambition is broader: helping governments strengthen how education and skills systems themselves function. This means looking beyond individual interventions towards the rules, incentives, institutions, financing structures, and behaviours that shape outcomes over time.
Across many countries, systems still reward activities rather than results. Funding follows inputs, reporting focuses on delivery, and data arrives too late to influence decisions. Outcomes partnerships create a different dynamic. Funding becomes linked to results, evidence becomes part of implementation. Different actors – governments, funders, delivery organisations, evaluators – align around shared outcomes.
But the effects extend beyond programmes. Governments gain stronger data systems and monitoring tools. Procurement and contracting evolve. Institutions develop new capabilities around measurement, verification, and performance management. Delivery ecosystems become more adaptive.
This is where systems change begins.
