EOF CEO, Amel Karboul, gives keynote speech at "Leaders for Education" Summit in Bogota

Amel Karboul, CEO of the Education Outcomes Fund (EOF), gave a keynote speech at the “Lideres por la Educacion” (Leaders for Education) Summit organized by the Fundacion Corona in Bogota, Colombia on September 19, 2018. The annual event attracts education leaders and experts from across the globe to discuss and rethink the challenges in the sector.

In her keynote address, Karboul addressed the scale of the current learning crisis: “Around 330 million children are in school, but not learning. There are bodies in classrooms, but not educated minds,” she said.

Karboul emphasized the need to shift attention from schooling to learning to tackle this crisis. She noted that while financing is a key part of the solution, it isn’t enough to invest more money into broken systems. Innovation is urgently needed to improve learning outcomes and make investments more effective.

She explained how outcome-driven investments could be a game-changer for the education sector. Shifting the focus from financing inputs to financing outcomes would allow governments to ensure that taxpayer funds and aid budgets achieve the best possible value for money by only paying for what works.
